Update base docker image from eclipse-temurin:20-jdk-alpine to eclipse-temurin:21-jdk-alpine and make a change to fix warnings in the logs.

Testing:

• Deployed services in HMDA4 and ran Locust load tests and everything looks good
• The Bad Request failures were expected, because the load test script repeated tries to start filing for the year, which should only be opened once
• The exceptions were also expected because we have seen them in previous load tests for the platform.
