This adds a bare bones gh-pages site using CFPB's DOCter theme. Once this is merged, should we make gh-pages the default branch of the repository?

In the long-run we should weigh other designs as @gbinal mentions in #17.

Looks good. Let's merge.

Yes, let's make gh-pages default and then kill the master branch to lessen confusion.
