This PR merges @cmc333333's https://github.com/18F/regulations-parser/pull/18.

Per https://github.com/18F/regulations-parser/pull/18, this will save checkpoints as Python pickle files for:

the initial xml tree parsing
determination of the tree's notice number
parsing all of the notices (as a group -- probably want to split this up later)
building each of the layers
compiling each version of the regulation
each generated diff

I've personally tested this with reg J and reg E and it works as advertised.

So, I didn't realize this when merging but this PR ends up reverting the argparse changes I made way back when. I would like this not to happen. @willbarton

I don't think this reverses any argparse changes? Those were explicitly included

Yeah, nevermind. I realized this after I figured out what was happening but forgot to comment.
