Adding Subparts to the Table of Contents #484

This adds in subpart indicators to the Table of Contents. Note that in diff view we ignore subparts, and just display the list of sections. This is intentional, and we'll circle back and fix this at some point.

This needs HTML and CSS love from @ascott1 after this is merged.

Cool! We'll definitely want to remove the links before this goes to production, but it looks good. Will merge after travis confirms.
