Appendix Markers Return #513

This adds a new marker to the text (with a trailing period), which is used in the appendices to look like an li marker in the rest of the reg. Not a final solution, but a working prototype.

This looks good to me. Unless there are any CSS issues, I'll merge when it's done building.
