Subterp footer links

• Navigation now relies on the toc generated -site side (rather than the api)
• Moved navigation into views (as it relies on views/utils)
• PartialSubterp inherits from PartialSection to get footer links

Note that this has been tested with diffs, which have a slightly different toc structure.
