About Page Updates

• Offsets internal links on the about page to account for the fixed header
• Opens external links in a new browser tab
• Fixes a broken link to the github.io page
• Adjusts the spacing above "easy to read"
• Gives internal links a hover state

This also adds the ~ flag for the require.js version in Bower, as the maintainer seems to have removed version 2.1.6. :anguished:
