Automate the landing page #659

The all regs (universal) landing page was previously hard-coded. It's now automated. This code needs way more tests, but I wanted to at least get this PR in so that @theresaanna can make changes.

There's an eregsip change that corresponds to this. I'll push that once this is approved.
