Sphinx docs

Adds the skeleton for sphinx as well as the API documentation for read the docs.

It looks like we're checking in the built HTML documentation. Do we actually want to do that? It might make more sense for the stuff to generate the documentation to be in the repo, but not the docs themselves. I might be confused about the process here.
