Landing Page Fixes #692

Fixed a couple issues on the landing page. This also requires a pull request on our eregs/ip repo to get the prefetching to work.

Additions

Support for prefetching the app javascript on the landing page (needs eregs/ip PR)
Added jquery.min.map
Changes
Changed styles for the landing page to fix spacing on multi-line regulations.

Notes

I noticed we have two folders for libraries: otherlibs and lib. jQuery is in both folders and I was tempted to just use the version in lib.
