remove styling to tables to match reg #710

This makes the table styles very minimal so that they closely mirror the tables that are present in CFPB regulations. screen shot 2015-04-28 at 4 20 43 pm

Tests pass and everything looks good locally. It's not responsive, but it wasn't to begin with and I think that's out of scope for this pull request.

Restarting the Travis build.
