Add Z to marker overrides #801

This bumps Django to 1.8 and temporarily adds reg Z to the appendix marker overrides.

I'll check this against the production data for Z.

There's a little minor difference in the way that paragraphs are indented, but it's not major, and it'll be fixed with Z's conversion to RegML and generation from that data.

Documenting the difference here for posterity and then we'll merge and release!
