[x] Sign and Certify Axios Request
[x] Sign and Certify Mutation
[ ] Enable the final checkbox and submit -- once all the other checkboxes above have been checked
[ ] Show success box with confirmation number
[ ] Put in code guards: Scenario: if the user restarted the filing process after having previously signed and submitted
