[Task] Change button text from "Upload new file" to "Replace file"

By the law of "everyone always just reads the button text" it would be good to consider reverting the button name change from "Upload new file" to "Replace file" to make it clear that they are losing their old upload. If we do submission histories later, we can revisit the language here, depending on how we implement it. I'd just replace the button text for now, and leave the general language of uploading a new file elsewhere in the designs.

Current behavior

• Button reads "Upload new file" if a file is being replaced

Expected behavior

• Button reads "Replace file" if a file is being replaced
• If most if not all other existing content can't stay the same, then report back and we can re-priortize?

Here's an overview of the two options:

Upload new file (current language):

• Language cue that this button or link will take them back to "Upload file" --- "Upload new file"
• Language is already consistent for button, link, and supporting text and guides users through the process of uploading a file, making changes to that file, saving, and uploading a new file
• Supporting text does explain that uploading a new file will replace the previous upload so that is captured
• Text describes the next action a user will take rather than what happens on the system side in terms of retention

Replace file (suggested change):

• If we make the change I would still want to be consistent in our language (buttons and links especially but also supporting text other than text that is describing the exact action of uploading a new file). So, we would need to use "Replace file" for button and link text particularly.
• Text describes the result of uploading a new file; the file will replace the previous upload in our system with a new file.
• This option requires more work before launch

In our testing prototype, we had "Replace file" as the button text and "Upload a new file" and the link text on the Errors and Warnings pages. There wasn't evidence that one phrase worked better than the other, or confused participants at all. I don't think making a change is going to have any noticeable impact on users making it through the filing flow.

I also don't think making a change now is going to have a noticeable impact on users making it through the filing flow, and I'm concerned about the number of things the team still needs to get through. With that said, we should consider reverting the button name change from "Upload new file" to "Replace file" post MVP. @dan-padgett, can you please add it to your task ideation for next round of usability testing.
