User story

• As a filer, I want after I select my file for it to be transferred from my computer to the CFPB, so that validation of my data can begin.

Edited story from "As a filer, I want to be notified if my file won't satisfy the CFPB specifications for my file's extension and size before I begin uploading, so I'm able to make corrections and try selecting a file to upload again." to "As a filer, I want after I select my file for it to be transferred from my computer to the CFPB, so that validation of my data can begin.". Story #103 and the original content of #179 where very similar, so I merged the two. I replaced #179 with the story above to reflect the act of uploading a file, which was the original intent of this story, not notifying the user of errors.
