[Task] Add new FS_UPLOAD and DOWNLOAD env vars to filing.local.env #193

Based on git fetch origin git checkout 58-add-fs_upload-and-fs_download-entries-to-filing-api-configmap, there's a new structure for the FS UPLOAD and DOWNLOAD env vars. Add these to the filing.local.env for docker compose runs.
