[Task] Update Archive Banner in the FIG #195

Post-mvp, we should consider updating the FIG for old versions that have a "This version has been archived" banner that has a "View all institutions of the FIG" link that is indistinguishable from the banner color. Was it always this way or broken by a DS update?
