[Task] Consider using docker-compose profiles to choose what services to start up #212

Once #210 is merged, that includes sbl-frontend into the docker-compose.yaml, we might consider adding some docker-compose profiles so that backend devs don't always need to spin up the frontend unless they want to.

Current behavior

docker compose up includes the sbl-frontend repo

Expected behavior

backend devs can choose to spin it up if they want to
