User story

As a filer, I want to have the system auto-format phone numbers when I provide them, so that I can more efficiently provide the POC's phone number in the correct format and minimize the chance of getting an error message about phone number format.

Acceptance criteria

Given a filer is providing the phone number for the filing POC, when they are entering the phone number, then the system automatically adds the correct formatting (hyphens) so that the user does not need to.
- USWDS recommendations for phone number
- https://designsystem.digital.gov/patterns/create-a-user-profile/phone-number/
- Do not require users to enter hyphens or other characters.

Team members should create technical tasks and add links (below) prior to sprint planning.
