Create UX Research and Design Questions file

Previously we captured UX Research and Design questions in 215. This is not ideal as we add more questions and want to track which questions we've addressed through research. So, we need a better way to track these questions.

• [x] Create a new doc in the ux repo for research and design questions
• [x] Transfer all questions from ticket 215 to that doc
• [x] Add a way to track which questions where addressed when
• [x] Add links to tickets for questions we've addressed.

In addition to the above tasks, also added a brief description of the research studies we've done. Closing this as complete.
