Domain separation discussion in Security Considerations #264

This PR:

updates acknowledgments
slightly tweaks and clarifies the domain separation requirements
adds a discussion of "external" domain separation in the Security Recommendations section

closes #256

OK, I have done a heavy editing pass on this section based on offline feedback from @reyzin. Sorry that this causes extra reviewing work, but I think the result is a more coherent description.
