Specify alternative hash-to-field requirements. #287

This pulls some text from #286 (explaining why applications might want alternative hash-to-field functions) but replaces the description of one with some basic requirements.

The only thing we don't do here is require suites using alternative hash_to_field functions to indicate that in the suite ID string. Do we want to ask them to include that information? Probably it would just take one sentence.

Good point -- I added a sentence to the suites section. @kwantam, please merge if you think this is good to go!
