Security considerations: the identity element #306

Add a short paragraph in Security Considerations to put this identity element issue to bed.

@armfazh @chris-wood if we merge this before Wednesday it can make it into draft -11 (which we need to submit so that the draft doesn't expire).

We might give a hint about why this check is not needed, or in which situations it is.

The original change had some rationale, but I don't think it's needed here.
