RFC Editor proposed edits in AUTH48

This PR is for AUTH48 processing. At the end, we should have a Markdown file that represents the substance of what will go in RFC 9180. The first commit imports the RFC editor's changes. Subsequent commits will reflect the authors' changes on top of those changes.

Summary of my edits:

• A bunch of commas that were added or removed unnecessarily, including some that made the text non-grammatical (!)
• Re-added hyphens in:
  • non-negative
  • IND-CCA2-secure
  • key-compromise impersonation (this is a term of art, see DOI.10.1007/BFb0024447)
  • non-interactive
• Re-capitalized some SECG algorithms
• Cleared RFC editor comments that have been addressed
• "implementer" to "implementor"
• Moved Acknowledgements to be the first section in the back matter
• Changed all "Secret Export" to "secret export"
• Changed all "public-key" to "public key"

@bifurcation pending resolution of @blipp's comments above, I think we can merge this and cut a new XML file for the RPC.

@chris-wood @blipp This looks good to me, and I verified against the RPC's latest XML. I would propose we merge this once we're all signed off with the RPC.
