Choose repo revision for test vector reference #312

We removed them a couple of drafts ago because updating them was becoming a pain. (Note that machine-readable test vectors can be found in https://github.com/cfrg/draft-irtf-cfrg-vdaf/tree/main/poc/test_vec.)

Let's format this the way recent CFRG RFCs do (e.g., RFC 9180)

Yesterday I started a thread to discuss whether we could point to test vectors in GitHub rather than reproduce them in the draft. The RFC editor confirmed this should be OK: https://mailarchive.ietf.org/arch/msg/cfrg/sWa_WkzOW5IPvQ71Hmz21HsBNVY/

Removed the draft-12 label: We're leaving a TODO that we'll resolve just before RGLC.

Per the 2024/10/4 call: I will add vectors for Prio3 exercising more distinct measurements; @divergentdave will add vectors for Poplar1 exercising bit lengths that are not a multiple of 8.
