Consistent Q1L Scenario #59

There are a few diverging branches by @tbody-cfs and @nelsonand that introduce a Q1L scenario into CFSPOPCON. This is also eventually employed by POPSIM.

For example, on the internal-cfspopcon repo, there is a Q1L version in allenw/jaxify here: https://github.com/cfs-energy-internal/internal-cfspopcon/tree/allenw/jaxify/example_cases/SPARC_Q1L and a separate PR to merge a version of Q1L (requiring impurity updates) to the main branch here: https://github.com/cfs-energy-internal/internal-cfspopcon/pull/234

The allenw/jaxify currently looks like this: image which is very similar to @djbattagl's 2023 APS talk: image

These diverging examples should be combined sooner rather than later and added to the main https://github.com/cfs-energy/cfspopcon/ repo.
