Test against Mavrin polynomial curves #1

Adds tests to make sure that the Lz and mean charge curves match the Mavrin polynomial fits.

Fixes a bug which led to an underprediction in Lz at high temperatures.

Solid line is radas, dashed line is Mavrin. The legend gives the value of $n_e \tau$.

To make these plot, run poetry run radas/mavrin_reference/compare_against_mavrin.py
