Add remote ops tutorial #14

Add an initial draft of the remote operations tutorial. In addition, switch the tutorial order so remote ops is last.

Issue #49 outlines a new strategy for the scope of tutorials so this issue obsolete. There will be a Remote Ops User's Guide and projects hosted on Open Mission Stack Projects.
