Change CmdMgr default checksum validation to disabled #27

Until issue #26 is resolved change the default command checksum validation setting defined in app_c_fw_cfg.h to disabled by uncommenting the following line:

define CMDMGR_DISABLE_CHECKSUM_VALIDATION

This issue was resolved on 3/5/23, but the wrong issue was closed when the commit was performed.
