KIT_TO playback events only partially defined in EDS #31

When KIT_TO was ported from OpenSatKit to Basecamp the event message playback feature wasn't fully implemented. The telemetry packet payload and topic ID are defined but the packet is not defined nor used by the playback code.

Added new EDS definitions and used CFE_EVS definitions whenever possible.
