Spare topic IDs defined incorrectly #48

The spare topic IDs defined in cfe-topicids.xml do not follow the conventions used by the tools that managed topic IDs. As a result the Hello World app is not properly integrated into the cFS target, In fact any new app that does not have pre-defined cfe-topicids.xml definitions will not be properly integrated into the cFS target when using the tools.

Fix the spare IDs and add comments to cfe-topicids.xml for how to maintain the file.
