Add a Performance Monitor Tutorial #58

Issue #49 outlines a strategy for the scope of tutorials. All of the detailed actions in Issue 49 are implemented in version 1.9, except this one. This issue is being opened with the release of v1.9 so #49 can be closed and adding a Basecamp Monitor tutorial can still be tracked.

The priority and nature of this issue may change based on the cFS discussion to deprecate performance counters in favor of task hooks.
