The current implementation assumes an app has one EDS file and that libraries do not define cmd/tlm topic IDs. These assumptions are too restrictive and do not support the new jmsg_lib, jmsg_app, jmsg_udp and jmsg_mqtt lib/apps design. This design uses topic message plugins and they each have EDS files.
