Enable users of the VA to sync their medical records to Mere

- [ ] Mere isn't a company - unclear if we can apply for production access as an open source project only

Just released support for connection to the Sandbox. There are a few blockers in the way of getting access to production for now. The VA form for prod access asks if Mere is a company and if it is 508 compliant. I'm unsure if both of these are hard requirements or preferences.

508 compliance is doable and will likely take some time. The other issue is Mere is an open source project, not a company. I'm unsure if this will be a hinderance if I apply.
