Getting Started Page Clarifications #41

This PR adds additional color to the getting started page. Every addition I made is found in one form or another on other pages on the site, but these additions allows the reader to follow this guide nearly completely to the end without having to go back and reference other parts of the site.

Additionally, a .tool-versions file is added (for use with asdf), and an update to octokit was made in the lockfile due to known errors on octokit 4.17.0, and that version being yanked. See octokit release tag: https://github.com/octokit/octokit.rb/releases/tag/v4.17.0
