Date parsing, including partial date and date ranges

From a verbatim date, we shall be able to extract a partial date or date range. Example verbatim date :

• Jun 3 1987
• Jun 03 1987
• 1987 Jun 3
• 1987 Jun 03
• 3 Jun 1987
• 03 Jun 1987
• 1987
• 1987-06
• 1987-06-03
• Jun 1987
• Jun
• 01/01/2010
• 17. Dezember 1981 (localized month)
• 2010-08-02 00:00:00 (time included)
• 31.2.1977 (impossible date)
• 2/1/1970 (confusing date)

If it helps I'd be happy to provide a list of all unique verbatim date strings we have seen at GBIF.

These are a few things I can come up with on the spot:

• 211278
• 01/01/2010
• 17. Dezember 1981
• 2010-08-02 00:00:00
• 31.2.1977

The last one brings up the question of how to handle dates that don't make sense (like the 31st of February).
