implemented `measure_conc_and_dilute_from_specs` and `display_measure_conc_and_dilute_from_specs` #5

These functions are for quantitating many strands (given IDT spec file) that are already in solution (not dry), measuring concentrations through absorbances and then giving subsequent dilution volumes to reach a target concentration.

I also added some missing docstrings to existing functions in this submodule.
