Reduce image size (candidate for 1.5.0) #9

This PR reduces the overall image size and build time, to try and avoid the timeouts currently happening on dockerhub for automated builds.

Overview of changes made:

Minimise the number of layers created (i.e., reduce number of commands in Dockerfile)
Minimise dependencies installed
Install some dependencies like PyQt4 and GEOS from Ubuntu repo rather than build manually
Remove any files downloaded during installation process as part of same build step

Hi Nick, if this looks OK to you then suggest tagging this up as 1.5.0 and seeing if the automated build succeeds without timeout on dockerhub. Image size is down to ~2.6G so should be fine.
