Issue: tags and funders splitting on commas #8

While in the dropdown list the tag shows up correctly, when selected as a filter, it splits on commas. "Prisons, correctional facilities, and jails" is the only filter to have a comma currently. The funder filter behaves in the same, problematic way.

Fixed -- optionset values were unintentionally being split on commas
