Current approach is to find tambov constant based on experiments with reference data (PM #3 Andrea's comments)

Clues could be found in pg 22 and on in ER-IS-EPO-GS-0201 Which might be connected to 4.4 IDHT Transmission Formats in ER-IS-ESA-GS-0002 (Auxiliary and calibration/replica data)

But these could be already calculated and given in the Configuration AUX file.

Could not find any systematic approach for the final scaling. See this PR's main.cc changes for the best guess - https://github.com/cgi-estonia-space/asar-focus/pull/34
