For version 2021.1.8, dependency openjpeg is upgraded to 2.4.0, but the include dir is not updated, check here https://github.com/cgohlke/imagecodecs/blob/656827b2b930f44147e0bf2f46cd15add1856a7b/setup.py#L196

I could not build imagecodecs 2021.1.8 for ArchLinux due to mismatch include dir, see the complete build log here.
