PR: Add IU8 arg to MOUND calls when missing #54

There were a few warnings when compiling the Fortran code:

HELP3O.FOR:8555:72: Warning: Missing actual argument for argument 'iu8' at (1)
HELP3O.FOR:8594:72: Warning: Missing actual argument for argument 'iu8' at (1)
HELP3O.FOR:8633:72: Warning: Missing actual argument for argument 'iu8' at (1)
HELP3O.FOR:8672:72: Warning: Missing actual argument for argument 'iu8' at (1)

These warnings were introduced in commit https://github.com/cgq-qgc/pyhelp/commit/50a8a89382442e47b06d747f4334939a15fb5064 when we removed the need for the input files OUTPARAM.DAT
