PR: Drop Python 3.6 build on AppVeyor and add Python 3.8 #65

Miniconda with Python 3.6 is not available in the Visual Studio 2019 in Appveyor, so we are dropping it.

Miniconda with Python 3.8 is available though, so we are adding it.
