PR: Add capabilities to calculate and plot total and base yearly streamflow values for calibration #82

Codes that were added in a script are restructured so that they can be used more easily in the PyHELP workflow.

The help_example.py was updated so that we now show how the model can be calibrated against total and base streamflow yearly values observations.
