Tasks

[ ] Refactor find/fix missing pkgs for bzlformat to a shared utility //bzllib/tools.
[ ] Update bzlformat find/fix to use the shared utility.
[ ] Implement find/fix missing pkgs for markdown.
[ ] Remove doc_files filegroup targets and use the ones defined by markdown_pkg.

I am going to defer implementing this until I have implemented markdown_format.
