delivery should check that the directory is not already taken by another one #22

it comes from the case the 2013-03-19 run where Jane had two "independent" lanes

so I blindly overrode /data/cgsb/gencore/out/Carlton/2013-03-19_C1GMUACXX with two deliveries → Emre lost access rights to his fastq files
