I managed to compile this, but it took me a while so I thought I would share a couple of things that helped me. If it's appropriate it could go in the readme, otherwise people searching the issues may find it helpful.
If you have trouble compiling:
check your versions and commands against .drone.yml
It also worked for me with with slightly different versions: bazel=0.18.0, tensorflow-gpu=1.10.0, cuda9.0, cub-1.8.0, and python3.5 (as of commit 4ec3734)
If you get errors like "error: argument of type "const void *" is incompatible with parameter of type "const float *" with tensorflow 1.10.0, use gcc-4.9. to compile user_ops You can do this by setting the environmental variable export CC=/usr/bin/gcc-4.9
