Problem

Some requirements are outdated.
There's datetime problems due to this commit : https://github.com/cgwire/zou/commit/9af10c710c79f41a8c8b86e90154353228335914 (See : https://github.com/cgwire/zou/issues/799 + DB not keeping created_at / updated_at at UTC datetimes).

Solution

Upgrade outdated requirements.
Fix datetimes problems. The main problem was that SQLAlchemy convert datetimes with timezone in the timezone of the computer.
