Update the source file for geocoding upload #3

This file need to be updated https://github.com/ch-covid-19/analysis-scripts/blob/master/analysis/scripts/02_upload_geo_data.py

[ ] use the repo https://github.com/ch-covid-19/geo-locations as main source
[ ] put a .env variable to target the right country file
[ ] change the correct headers from the csv file (according to the format form https://github.com/ch-covid-19/geo-locations)
