USD payments to IBAN #7

Hello, given the following premises:

We would like to pay USD to an IBAN account, however this is not allowed.

Is there any official explanation that could be shared, so it makes easier to understand the rules behind this library?

I don't know what the official explanation, but I believe you can find this reference on six-group's PDF, pages 20-21, the last row currency:
